Spark VR tests now fail due to https://issues.apache.org/jira/browse/BEAM-7864, which is expected. We can merge this PR, since it fixes BEAM-7845. |

Setuptools has buggy dependency resolver, which attempts to install version packages incompatible with current python interpreter (pypa/setuptools#1009).
