The `metaformat` command does not delete `idgen` znode

BUG REPORT
After metaformat, ledgerId does not count from 0

To Reproduce

Steps to reproduce the behavior:

1. create some ledgers
2. bin/bookkeeper shell metaformat
3. bin/bookkeeper shell simpletest
4. See error: The new ledgerid does not start at 0

Expected behavior
metaformat deleted the ledger, and should have deleted ledgerid's records as well
