Add a section about system configuration in ISSUE_TEMPLATE.md

It would be good to add a section about system configuration for Question and Bug in the issue template. so we can guide the users to provide more information about system configuration.

The system configuration can include:

• bookkeeper version
• java version
• ...

It would also be good to add a script which captured this information in a standard fashion.
