Motivation

We don't publish bookkeeper tarballs to maven via gradle

Changes

We add a property guarged flag to publish the tarball artifacts to maven.

Why do we need the tarball published to Maven?

This is guarded by a dev flag, we use the published tarballs this for generating docker images for downstream pipelines.
Other teams can find this useful as well.

@aahmed-se We have removed Gradle from BookKeeper, we do not need the feature, right?
