The BVal site already has most required ASF links (in the navbar dropdown and footer text), but they aren't being detected by the compliance checker (https://whimsy.apache.org/site/) due to link text patterns ("Home" instead of "Apache", "Support" instead of "Sponsorship") and URL specificity (/licenses/LICENSE-2.0 instead of /licenses/). This adds a clearly-labeled links row in the footer that makes all required ASF policy links easily discoverable — both for the automated checker and for site visitors.
