Downgrade hazelcast to 5.4.0

Description

Downgrade hazelcast to 5.4.0 for 4.19 - in Hazelcast 5.5.0 there were major changes where the CP subsystem was eliminiated from the community edition.

The hazelcast atomic value component was deprecated in 4.19 - we should allow for that deprecation to be digested in community and then upgrade hazelcast / remove the atomic value in favor of PNCounter.
