UI: Unable to list Service offerings

problem

Unable to list service offerings when the projects toggle button on the guest networks is enabled. There is a shared guest network with scope 'project' in it.

4.22.0.0

The steps to reproduce the bug

1. Create a shared guest network for a project as ROOT admin
2. View the network by enabling the projects button on the guest networks.
3. Click on the Service offerings
   ...

What to do about it?

UI needs to be fixed.
