Not able to re-enable 2FA on User

problem

Once 2FA for a user has been disabled, there's no button to re-enable.

versions

ACS version: 4.22.0 LTS
Management Servers OS: Ubuntu 22.04.5 LTS
Compute hypervisor: XCP-NG 8.3

The steps to reproduce the bug

1. Create a user and configure 2FA using a provider.
2. Disable 2FA on the user account.
3. Try to re-enable/ re-configure 2FA on the user account
   ...
