This proposes adding the apache-projects-mcp under the mcp directory. This has been developed by rbowen and justinmclean over at https://github.com/rbowen/apache-projects-mcp and accepted in principle by a straw poll on dev@community.apache.org, but this is the first actual code drop, so please take some time have a look. Thanks!
