Metrics/Stats: Read Only User Account #1567

Add a new role _metrics that allows certain users to get read-only access to /_node/*/{_stats,_system}
It be great to be able to read these values without using explicit admin credentials for folks who don’t want to put plaintext admin credentials on their CouchDB servers/nodes.
