Erlang/OTP 28 was released in May 2025, so bump the minimum supported Erlang version too.

Yes

Erlang/OTP 28 was released in May 2025, so bump the minimum supported Erlang version too.

Note: we don't have a 28 runner yet. We are waiting on elixir support there

oh wait, I did push a 28 image when I was trying to update elixir and the tests did pass!

what didn't work was updating elixir on one of the exotic architectures (s390x or ppc64le) but the way we run test now we don't have to worry about it
