chore: CI/Windows Nouveau/Clouseau changes

Overview

Some small spring cleaning:

1. Make configure parameter for Nouveau in CI if it should be used/build
2. Getting rid of some messages during configure CouchDB when using Clouseau
3. Prettify the configure.ps1 script
