There were some recent developments in Clouseau for which it may make sense to bring them in by default and upgrade to the latest release. While here, update outdated help messages in the configure scripts.

Testing recommendations
The usual test suites that exercise Clouseau should just keep working with this change too as the changes since 3.0.0 do not break any of the existing functionality. That is, the following commands should not return an error:
