RAT-353: Fixes broken links in RAT's site build

A preview is manually deployed to
https://creadur.apache.org/rat0161/

  • Javadoc problems / dejavu.css - files are copied over via script as neither maven-resources-plugin nor antrun-plugin works properly, as apidocs directory is emptied before javadoc-plugin copies/generates its files
  • RAT-359: font problems reported by whimsy-check
  • broken links due to changes in default report filenames: scm, mailing-lists, team
  • PR-206 missing metadata / MOJO generated stuff filed as separate PR and MPLUGIN-bug report upstream, as NPE is thrown from within RAT - happens only with Maven 4.x

@Claudenw would you mind doing a review or shall I just merge it in order to get 0.16.1 out quickly?

Looks good to me, builds under Java 11 and appears to have the proper fonts.
