feat(tests): Incorporate FuzzDataGenerator into SQL tests

FuzzDataGenerator continues to find good bugs for us in operators. However, we aren't able to use it in our new SQL File Tests. I think we should come up with a way to wrap this function in a UDF that we can access from SQL to generate deterministic fuzz data to evaluate expressions.
