Pending PRs badge showing failed PRs

Describe the bug

#4025 tried to show PRs that didn't fail CI (i.e., pass and maybe skipped) but it's showing failures too.

Steps to reproduce

No response

Expected behavior

Don't show failed PRs when the badge is clicked.

Thanks @mbutrovich I'll check that, prev it was an issue with github itself causing filters working incorrectly

this likely leads to search indexing doesn't work properly, so although you see red cross the GH search system doesn't see updates, lets wait until GH team fixes issues

Something wrong with GH filtering is:pr is:open draft:false review:required -status:failure sort:updated-desc shows red crosses

The filter is correct according to https://docs.github.com/en/issues/tracking-your-work-with-issues/using-issues/filtering-and-searching-issues-and-pull-requests?utm_source=chatgpt.com#using-search-to-filter-issues-and-pull-requests

However genAI suggested there is no proper filter to check statuses caused by tasks with github actions. So perhaps what we currently have is the best we can get right now
