Support Timestamp types for substrait #5717

Add support of TimestampSecond, TimestampMillisecond, TimestampMicrosecond and TimestampNanosecond types to substrait plan

Substrait only has one single Timestamp type. I plan to use type extension to multiplex this to four precisions
