From parquet, this brings in some fixes for the writer.
Do Datafusion or Ballista currently use the writer?

Update to latest arrow-rs reference
I am actively working on a more regular release schedule for arrow-rs but until then I plan to keep pulling in the changes manually
I ran
./dev/update_arrow_deps.pyand checked in the results
