Execute gets stuck when slots was zero

To Reproduce

Steps to reproduce the behavior:

1. Go to Unit test
2. Create a ApiClient and let GetQps return 0.
3. it will stuck

Expected behavior

return an error or force set slots ot 1 but not stuck.
