[Feature][Dashboard] Update 'weekly bug retro' for better presentation

Description

1. Add 'bug component distribution'
2. Add 'bug age distribution' for fixed bugs
3. Add 'bug age' for outstanding bugs
4. Replace the X-axis of the 3 time-series panels 'weekly new bugs', 'weekly closed bugs', 'total outstanding bug count by week' with natural calendars, so that the X-axis values will be consistent.
5. Add a filter to adjust issue types. If users want to check other issues' metrics on this dashboard, users can select other issue types.

Use case

To provide a dashboard to better-present bugs in the weekly bug retro meeting.
