[Bug][framework] `PATCH /blueprints` failed when trying to update `Settings` field

What happened

API returns an error when trying to PATCH a blueprint with the same body as POSTed

What you expected to happen

Should be seeing success response

How to reproduce

1. create a blueprint
2. patch the blueprint with the same BODY from the previous step
3. see the error
