[Bug][Config-UI/BE] Cannot edit data entities for existing data scopes

• I had searched in the issues and found no similar issues.

What happened

Version v0.17.0-beta3

I wanted to remove CI/CD data entity from an existing data scope (apache/incubator-devlake) but failed to do so. Below is how to reproduce:

Step 1: Click on "Edit Data Scope" on the connection page

Step 2: Remove CI/CD data entity and click "Save"

Step 3: Click on "Edit Data Scope" again and see the CI/CD data entity is still there
