[Feature][Bamboo] Collect Bamboo deployments

• I had searched in the issues and found no similar feature requirement.

Use case

I want to collect Bamboo deployments so that DevLake can use them as DevLake deployments instead of using Bamboo plan builds and asking me to configure transformation to do so.

Description

As a result, there will be a new option for configuring Bamboo deployments in the Scope Config.

However, if a data scope doesn't have any Scope Config, I still want the Bamboo deployments to be transformed into DevLake deployments by default.
