[Feature][BE+UI] Delete ScopeConfig support

• I had searched in the issues and found no similar feature requirement.

Use case

We don't have a Delete ScopeConfig API. This ticket adds it to backend and front-end. Additionally:

• Deleting connections must check for any child scope-configs (backend's responsiblity), and cascade-delete them.
• Deleting a scope config must set to NULL all scope_config_id fields on all scopes that reference it.
