[Bug][github] Without using scope config, the git extractor won't run, and the commits table will be empty. Using scope config will trigger the git extractor, and it will collect commits in full. #6654

What happened

  1. Establish a connection for the GitHub plugin.

  2. Set the data collection scope and the frequency of automatic updates.

  3. After triggering automatic synchronization, check the commits table and find that the data is comprehensive, not just the commits after 2023-12-01 as set. For example, the table includes: 107a5d3
