[Refactor][Dashboard] Refine the SonarQube dashboard

Describe the solution you'd like

1. Add the severity filter and other filters back to the dashboard. This PR accidentally removed them.
   
2. Remove the time filter constraint as SonarQube's data is always a snapshot of a scan.
   
3. Refine the wording of the panel.
