[Feature][Webhook] Support Pull Request Tracking through a Webhook

Use case

As a platform engineer, I want to be able to track DORA metrics without being forced to use a Git repository supported by the plugins. To do this, Devlake needs to be able to track PRs from a webhook, like its done for issues and deployments.

Description

The feature includes adding a new PR webhook to the webhooks plugin, and updating the plugin UI to include this new webhook.

I have already implemented this on a fork. If allowed, I will submit a PR for review
