[Feature][api][ui] Add authorization management of read and write permissions for project and resource center

Description

At present, DolphinScheduler's control of permissions is relatively simple, and it is hoped to increase the control of operation permissions to separate read and write permissions when authorizing projects and items in resource center.

This is a DolphinScheduler project of OSPP-2022.

Use case

• Distinguish read and write permissions for the entire content of a single project, and grant read-only or read-write permissions to a single user for a single project
• Distinguish read and write permissions for all content in the resource center, and distinguish read-only or read and write permissions based on the authorized content of the current resource center
• Add read-only and read-write authorization operations to the front-end page when authorization is performed
