[Bug] [Worker] post worker message throw NullPointerException

• I had searched in the issues and found no similar issues.

What happened

DolphinScheduler version is 3.1.0.edit master and worker deployment in kubernetes when have one workflow instance running, and it recover after master and worker pod recreate but never schedule to any worker, and other new workflow instance cannot post message to master until kill this recover workflow instance

fix exception
