[Feature][UI] Optimize task node helper document in workflow toolbar

Description

Make user get the helper document more conveniently

As image show below , add hyperlink on the top left task defination panel

Add new Task type Pigeon helper document

in ds2.0 dev ,has added a new node type PIGEON, shall add relevant helper document for it . it will be add in subchild of https://dolphinscheduler.apache.org/zh-cn/docs/latest/user_doc/system-manual.html
