[Bug] [UI] the task state count doesn't include submit task

What happened

branch: 2.0

I found that the submit task state count in project index is incorrect when some tasks keep submit state.

What you expected to happen

the task state count is correct.

How to reproduce

It was happend on task had submit but fail to dispatch.
