[Bug] [ALERT] issues in alert instance proxy

• I had searched in the issues and found no similar issues.

What happened

The alert throw exceptions if I didn't fill in the proxy username and password.

What you expected to happen

The alert should go smoothly without the proxy username and password.

How to reproduce

Create an alert instance with proxy which do not need username and password.
