…merge overlapping overviews Restructure the Administration section from a DBA workflow perspective: Cluster Management -> Configuration -> Security & Authentication -> Workload Management -> Disaster Recovery -> Monitoring & Alerting -> Log Management -> System Tables -> HTTP API. Move automatic-service-start and tablet-repair-and-balance into Cluster Management; move time-zone into Configuration. Merge two pairs of overlapping intros (Chinese only for now): - auth/authentication-and-authorization -> security-overview (concepts / framework) + authorization/internal (privilege-level section). The rest was already duplicated in authentication/internal, authorization/internal and authorization/data. - data-admin/backup-restore/overview -> backup.md (key concepts, ADMIN requirement, limitations moved to the top of the backup guide). Repoint five current-version Chinese cross-references that pointed at the deleted authentication-and-authorization page to security-overview or authorization/internal.
