[feat] add weekly report#3966

Add a doc-style /community-report page, linked under Community in the navbar. A left sidebar shows the latest weekly report plus a dropdown of past reports; selecting one renders its content on the right. Reports are authored in Markdown: drop an .mdx file into src/pages/community-report/_reports/ and the build discovers it via a require.context glob, sorted newest-first by filename. Metadata (label/week/stats) is carried as MDX `export const` because these files compile as MDX partials, which may not contain YAML front matter.
