[Bug] (plsql) procedure call to a non existing procedure, returning success #31018

- I had searched in the issues and found no similar issues.

What's Wrong?
Calling a non existing procedure, will return success is returning as 0 row effected.
What You Expected?
If the procedure not created, Doris should throw a error message.
How to Reproduce?
Just invoke Call procedure_name().
