[Enhancement] Upload historical data directly to cold storage

Description

It would be very convenient to be able to upload historical data to cold storage directly, instead of needing to upload it to hot storage and set a very small TTL to avoid filling up the hot storage during historical data ingestion.

My issue was mentioned in this article from feb 2023, but I am unsure how this evolved since
