[Bug] 上卷表bug，数据正确性无法保证 #54890

What's Wrong?
explain select count(1) from dwb_inapp_measures_analysis_oem_hourly where d_s= '20250716' and h_s = 0 limit 200;
执行计划如下：
上卷表建表如下：
查出来条数不对：
直接select count(1)，可以看到只有99行（应该是直接计算了命中的这个上卷表对应分区的所有tablet的count(1)）
直接select * xxx limit 200，可以看到该分区数据已经远超99行，实际上这个分区有6w+行
分区统计信息：
删除上卷表后，select count(1) 恢复正常
