Replay too many transactions

Describe the bug
when update from 0.11.31 to 0.12.21，The old transaction has been upgraded; The create time of all transactions will be set to the current time。As the transaction time out is 7day，so all the transactions will be clean after 7day, this will cause Fe to get stuck。

To Reproduce
Steps to reproduce the behavior:

1. gen many transaction
2. update 0.11.31 to .12.21
3. set transaction timeout as 10min
4. after 10min, check the fe master log will find many transaction clear log
