add JACOCO_COVERAGE_OPT in start_fe.sh for collect system test coverage
JACOCO_COVERAGE_OPT format can be like
-javaagent:/var/local/jacoco/lib/jacocoagent.jar=includes=*,output=file,append=true,destfile=fe_cov.exec
