What problem does this PR solve?

add "bitmap_to_base64" function for converting Hive bitmap to base64

Use bitmap_to_base64 to convert Hive's bitmap into a base64 data string supported by Doris
Because many companies involve permissions and security issues,
they do not provide hive's hive.metastore.uris,
so it is impossible to synchronize hive's bitmap to doris.
Convert hive's bitmap data into base64 through bitmap_to_base64,
and then use doris' bitmap_from_base64 to directly convert the base64 string into bitmap.
