### What problem does this PR solve? Issue Number: close #xxx Related PR: #xxx Problem Summary: plsql is not under developed, skip all cases. "auto_partition_in_partition_prune" and "one_col_range_partition" insert data in too many tablets, txn to large. not suitable for cloud.
