[improve](move-memtable) reduce duplicate error report messages

What problem does this PR solve?

Issue Number: DORIS-17763

Problem Summary:
It has been reported that too many error logs are generated when load stream stubs encounter errors.
This PR is the second step in addressing the issue by reducing duplicate error reports from downstream to upstream.
