…y rewrite even when data changes occur in its non-partitioned base tables (apache#56745)

The materialized view requires a new attribute. When the data of the
table defined by this field changes, the materialized view will still
participate in transparent query rewrite. This attribute is currently
named `async_mv.query_rewrite.consistency_relaxed_tables`.
