Problem Summary: Reject CREATE TABLE file_cache_ttl_seconds values lower than 31536000 seconds and disallow ALTER TABLE changes to file_cache_ttl_seconds in the current version.

CREATE TABLE now requires file_cache_ttl_seconds to be at least 31536000 seconds when explicitly set, and ALTER TABLE can no longer modify file_cache_ttl_seconds in this version.
