Historical to track it's own size and reject segment loading requests, when full

Historical needs to track it's own size and limit, and reject segment loading requests if it knows that it's full already. Assuming Coordinator might become crazy, or coordinator has the wrong impression about the state of the node because of ZK is inconsistent, etc.
