DubboConfigDefaultPropertyValueBeanPostProcessor's order

• I have searched the issues of this repository and believe that this is not a duplicate.

Environment

• Dubbo version: 3.0.12
• Operating System version: windows 10
• Java version: 1.8

Steps to reproduce this issue

1. DubboConfigDefaultPropertyValueBeanPostProcessor#processBeforeInitialization 's execute point may be just before CommonAnnotationBeanPostProcessor#processBeforeInitialization(whose order is Ordered.LOWEST_PRECEDENCE - 3), can be change to Ordered.LOWEST_PRECEDENCE - 4? Ordered.LOWEST_PRECEDENCE + 1 at present.
