[3.0] Nacos service discovery didn't notify `ServiceInstancesChangedEvent`

• Dubbo version: 3.1

Steps to reproduce this issue

1. Registry use nacos
2. Start provider and consumer invoke normal
3. Restart provider and change provider port and invoke fail

Expected Result

Stop provider and change port and invoke normal
