[Bug] rich option not working in textStyle and subtextStyle for title

Steps to Reproduce

In the type definition of textStyle and subtextStyle for TitleOption there is the rich option but it doesn't work. Also the formatter option is missing https://github.com/apache/echarts/blob/master/src/util/types.ts#L1061
