[Bug] Dockerfile is outdated

EventMesh version

master

What happened

Dockerfile is outdated, and the latest version of docker.io/eventmesh/eventmesh is not matched with the latest version of the binary package.

How to reproduce

the latest version of the container image is docker.io/eventmesh/eventmesh:v1.4.0

the latest version of the binary package is v1.8.0
