Description
[1]Added global configuration for Charge accrual date
"charge-accrual-date" with default stringValue "due-date" and supports "submitted-date" to change charge accrual based on Charge submitted date.
[2]Modified accrual processing for accrual jobs, cob business step and accrual api.
[3]Integration tests
